On the 25th of June 2025, the Government of Zimbabwe gazetted the long-awaited Mines and Minerals Bill, 2025. The gazetting of Zimbabwe's Mines and Minerals Bill marks a decisive step in the country's efforts to modernize its mining legislation. The Bill seeks to overhaul the regulatory framework governing the mining industry, modernizing the law to reflect contemporary industry realities. However, for the Bill to achieve its intended goals of fostering an equitable, sustainable, and inclusive mining sector, it must adequately address the realities of those working in the artisanal and small-scale gold mining (ASGM) sector.
This report series analyzes the forces behind illegal mining in Ghana, its geographic expansion, and the networks that benefit from it. Drawing on three years of fieldwork, remote sensing, interviews, and desk research, Part 1 focuses on the Western and Savannah regions, showing how unlicensed artisanal and small-scale gold mining has increased in scale, sophistication, and environmental and social impact. Part 2 will delve further into the illicit gold supply chains and financial systems that sustain the trade.
As part of their Lake Victoria Gold Programme, they developed a handbook guiding the continuous improvement of ASMO’s along what they refer to as an Impact Escalator.
This report attempts to illustrate ASM and its opportunities, challenges and to explain the issues and the development opportunities that it offers if well managed.
