This study included a consultative process with a broad array of stakeholder groups yielding consensus on the principal obstacles to ASGM formalization. To enable ASGM operators to formalize, a recommendation emerged for a National Unified Formalization Plan, which rests on six proposals that largely align with current policy and legislation.

This report reviews past experiences with delivering financial and allied services to artisanal and small-scale mining and makes recommendations regarding best practices and potential ways forward in improving access to finance based on this experience.
The study reinterprets the economics of ASGM by focusing on net price discovery—the real value miners retain after subtracting production costs, environmental harms, and rents captured by more powerful actors, rather than simply looking at gross revenues or total output.
