This study is an assessment of the existing legal and policy framework in the Philippines on artisanal small-scale gold mining (ASGM) in order to determine the pathways for the formalization of the ASGM sector. The study specifically aims to: (1) Review and analyze the existing policies and legal framework governing the ASGM sector, gold trading, and illicit financial flows (IFF) in the Philippines; (2) Assess the effectiveness of the implementation of the laws and regulations governing ASGM in the two project sites, namely: Paracale, Camarines Norte and Sagada, Mountain Province; (3) Identify the gaps and barriers, both legal and non-legal, to the formalization of the sector; and (4) Provide specific recommendations on the policy issues and gaps that were identified with specific gender-responsive policy recommendations that would address the gaps and barriers in the formalization of ASGM as a sector.

Midway through its project lifespan, the planetGOLD project in Indonesia reflects on the achievement of its formalization target. Taking local situations into consideration, the project reflects that supporting the formalization of 60 mining groups in the 6 project locations within 5 years may not be easy. The project is therefore opting to re-route its supports based on the outputs resulting from each formalization target.

This document compiles the summaries of the five case studies that were developed for the analysis for stakeholders on formalization in the artisanal and small-scale gold mining sector based on experiences in Latin America, Africa, and Asia.

The present paper summarizes the lessons learnt by SDC and its cooperation partners at governmental,  institutional and community  level  during the past  two  decades. It is dedicated to the millions of artisanal  miners and their  families who deserve  a life in dignity, and intended as  a  contribution  to  the  common  global  goal  of  reducing mercury emissions.

They believe that doing so puts them in a better position to govern the sector, and manage the social and environmental impacts of its activities. This paper reflects critically on attempts made to formalize ASM in Madre de Dios in Peruvian Amazonia.
