Este documento representa una ampliación del documento de orientación del PNUMA: Elaboración de un plan estratégico nacional para reducir el uso de mercurio en la extracción de oro artesanal y en pequeña escala (PNUMA, 2011), y tiene por objeto reflejar los avances registrados en el conocimiento del sector de la extracción de oro artesanal y en pequeña escala. Aun cuando el presente documento de orientación no es legalmente vinculante y no debe entenderse como elaboración posterior o interpretación oficial del Convenio de Minamata, con él se pretende ofrecer orientación a los países para formular planes de acción nacionales que se ajusten a los requisitos del Convenio de Minamata, así como proporcionar información técnica, jurídica y normativa sobre cuestiones relacionadas con este tipo de extracción, que pueden ser de utilidad en la preparación y ejecución de los planes de acción nacionales. Aunque el uso de esta guía no es un requisito establecido en el Convenio de Minamata, tiene por objeto ayudar a los países a preparar sus planes de acción nacionales.

Le présent document développe le document d’orientation du PNUE consacré à l’élaboration d’un plan stratégique national pour la réduction de l’usage du mercure dans l’extraction artisanale et à petite échelle de l’or (PNUE 2001), et a pour objet de traduire les avancées réalisées en ce qui concerne la compréhension du secteur. Bien que ce document ne soit pas juridiquement contraignant et ne saurait constituer une extension ou une nouvelle interprétation de la Convention de Minamata, il a pour objet de guider les pays dans l’élaboration de PAN conformes aux prescriptions de la Convention et de fournir des informations techniques, juridiques et de politique générale se rapportant à des questions concernant le secteur de l’extraction artisanale et à petite échelle de l’or, qui pourraient aider à l’élaboration et la mise en œuvre des PAN.

This document represents an expansion of the UNEP Guidance Document: Developing a National Strategic Plan to Reduce Mercury Use in Artisanal and Small-Scale Gold Mining (UNEP 2011), and is intended to reflect advances in understanding of the ASGM sector. Although this guidance document is not legally binding and is not to be construed as a further elaboration or official interpretation of the Minamata Convention, it is intended to provide guidance to countries in formulating NAPs that are consistent with the requirements of the Minamata Convention, and provide technical, legal and policy information on issues related to ASGM.

This report seeks to unpack how criminal consortia manipulate ASGM and associated gold flows to secure illicit rents and capture the sector. The findings highlight the need for nuance, especially regarding the role of informal and traditional actors in the sector. Through a more holistic understanding of the challenge, policymakers will better be able to identify and combat criminal consortia in ASGM.

Managing Small-Scale Gold Mining and Diverse Rural Development Dynamics: Insights from Cambodia

Drawing on cases in two provinces, Kratie and Ratanakiri, the study examines why a nuanced approach is needed that takes into account multiple types of extraction activity and multiple perspectives on how rural stakeholder participation could work in the extractive sector. The article analyzes policy options to sensitively address rural development dynamics in mining areas, suggesting key roles that future research can play in generating useful contextual knowledge that can help improve resource regulation, rural livelihood support services and regional land use planning.

Economic reactivation in the context of Covid 19, sustainable development, and artisanal and small scale mining

In general, reactivation plans in the context of Covid 19 should make State investments flow, along with those from big companies, international cooperation and philanthropy to put resources into the pockets of several economic actors (small companies, cooperatives, associations, ASM organizations, women organizations, community organizations, vulnerable families, among others). This should take place with a strategic approach of design and implementation of local projects, subsidies and microcredits to activate the economies of the countries, especially in marginal urban zones and rural zones where there is ASM activity.
